Default NEW, need help, bolt issue

HI, Im NEW here and NEW to lugers ( as far as owning ) Have had p-38's for ever , anyway.
I won a 1920 DWN comm. luger. Once i took it apart i noticed it
looks like the bolt rear has been repaired with brass? looks like a old repair or is it a repair in the 1st place?
So question is : is it a repair? should i ask for a refund on the gun ? or a part refund? does it lower its value?
