That maker of luger holsters appears commonly on 1939 and 1940 dated holsters. If you look closely, you should see some holes where stitching once was and now brads hold the straps. The brads would not be factory. The SA in an oval is unfamiliar to me. SA in a box with rounded corners appears on holsters used in Finland and many WW2 German luger holsters appear with the Finnish stamp on the lid. I do not know if this means use by the Finns during WW2 or if the holsters were obtained by the Finns post-WW2. The other Finn-marked luger holsters I have observed were dated around 1940.

Yours sounds like a standard military luger holster of the early WW2 period with strengthening of the belt loop attachments.
