Even though I can't document reference it's origin, I believe this to be a front sight adjustment jig... for K98 type Mauser rifles, or perhaps one of the WW2 heavy machine guns like the MG34 or MG42.
In practice, the opening would be lowered over the front sight base from the top and the screw device would be used to drift the sight either right or left. Balder, please check the fit of the rectangular opening over a standard WW2 type Mauser front sight base... and let us know how it fits please.
