I agree with Rich, bubba at work.
Looks like someone didn't like the artillery sight and turned down the front half of the base.
Then perhaps someone else decided to repair it; and we see the pitiful results.

Why? There is just no explaining "bubba's" ideas.

The 'repair' sleeve appears to be an unbroken 'O' shape (rather than a slip-over 'U') so my guess would be that the front sight has been altered in some way as well. Maybe cut off to fit the sleeve and brazed on afterward.

Eugene makes his Luger carbine rear sight [barrel] bases in the 'U' shape and then silver-solders them in place. My WAG - Much easier and less work than the 'O' bases.

But I'd be interested in more pics. There is always a nugget of information in any alteration, even if it is a negative one...
