Eugene takes too many jobs that he can't complete in what most folks consider a reasonable time. Lugerman is a one man shop.
Any time he takes to talk on the phone or read/write emails only slows down the process. Like DJU says, it is SOP. You will eventually get your work and pieces; may take just as long to get them finished or just returned. There is no excuse for not returning an email in a reasonable time; but the above is the "reason".
