A frame is the controlled part of a Luger and transfer must be through an FFL holder on both sides of the sale. Ebay prohibits the sale of weapons and technically, being the BATFE designated controlled part, this is classified as a weapon. If the sale goes through without FFL and shipping restrictions, then an illegal transaction will have occurred. __________________ If it's made after 1918...it's a reproduction
