Pete,
It was polished at one time, you can tell by the chamfer around the polished area. The gun was either reblued or someone thought the polish should be blued and touched it up with cold blue. It was done some time ago since you can see the "track" of the thumb safety is worn bright. (jgep? I thought I was dyslexic!)
