1. This document does not provide the right to claim goods.
2. The local food departement will notify which goods can be obtained with this pass.
3. When one relocates, dies, joins the wehrmach, etc... this pass must be returned.
4. Abuse of this pass is punishable by law.

It's a food pass which enables the keeper to get food or rationed supplies from the local food department. The pass gave the owner the right to have rationed materials in his possession and to get the rations from a distribution point. It did not guarantee rations, just the right to get them.
