Looks bogus to me Pete... There is not a clear image of the KM stamp, but it doesn't look good from what I see in the photo..
the contours look more like a Finnish tool (or possibly Post war East German) to me instead of a WW1 or WW2 German tool ... The Luger loading tool is on page 30 of the Luger Blueprint CD that I offer in the For Sale forum... you can see the proper tool contours and measurements there...
