John,
I'll Quote from the pertinent paragraph of the magazine.

" A word of caution: For many years shoulder-stocked cartridge guns were a federal no-no without a special license. In recent times this proscription has been relaxed for guns qualifying as curios and relics, but if you buy a modern handgun with a barrel length of less than 16 inches and hook a stock to it, you are looking for trouble. Before you do any stocked- handgun collecting or firing, be sure to check out federal, state and local laws first"

I think if the author had said "relaxed for some guns ............." It would have been less likely to confuse the general public. However, the last sentence acts as the CYA for the article.

I think the guy you're having an e-mail exchange with is heading for trouble if he cites the article as backup to what he says.
