Judging by how neatly the belt loops have been removed, I would hazard a guess that the original loops were cut (a common practice that was employed to quickly remove the holster from a belt) and a previous owner removed the loops intending to replace them and never got around to it.
It is an excellent holster and well worthy of being restored by Jerry Burney as John has suggested.
