Is it a repair or a discoloration?

is it a repair from a bulged barrel?

I sure don't know. It seems to be flush. I couldn't tell if it was an added on piece or whet. The barrel sn matches the gun, so it isn't a replaced barrel. I wondered if anyone here has seen something like it. I sure can't figure it out.
