it brings the posting (thread) to the top - so it is seen by folks

Yep. If no one posts in a thread, it starts heading for the bottom of the barrel, so to speak. When folks hit the "New Posts" button or look through all the posts, the thread usually doesn't show up or get seen. Or seen nearly as much. So, if it's a "for sale" or a "want to buy" thread, for instance, no one ends up seeing it again so the original poster (usually) will simply make another post in the thread, often just saying "Bump" so that the thread gets more exposure.
