Opinions on Navy rig (no pistol)

Hello,

Today I picked up in trade this rig without a pistol. I am not familiar with Navy items, only saw a couple of pages in Pender's Luger holster book regarding Artillery/Navy holsters.
I separated every item and it looks like the holster and stock have been together for a long time...
What do you guys think of this rig?
