Spreewerke P-38 - Need help identifying stamp

Went to look at a Luger project gun yesterday, but it was too much of a project so I ended up with a P-38 instead. It's a bit rough around the edges (just like any Spreewerke P-38), but it's in great condition, no import marks and the barrel looks like it has never been fired. Just some holster wear and a few minor scratches, that's it:

I have identified most of the stamps, but this one has me stumped:

Ar first glance, it appears to be "eagle over something" but I can't really see what it says and I'm not even sure it's an eagle. Any ideas will be appreciated!
