Luger ???? Buffed markings?? How can i get them back

I am in the market for a luger, but i found one that im looking into. I have a few ? It looks to have been parkerized, then someone polished the parkerized finish trying to make it shiny, it did a decent job of that in the areas he could get to, but the markings are pretty much invisable now. Do you think they are gone for ever or would they still be there, and if they are how can i try to bring them out? I think who ever parkerized it put alot of it on there, making it fill in the markings. You cant even see the date on the top of the reciever.
Or do you think the gun may have had the markings ground/sanded off. Because the stock slot is gone, or was never their?
How much should i offer him for it?
