Case hardening ore not, it culd also be surface alternated to be looking old using some acid. My fear is and I would suggest, the Markings are pantograped by a scilled engraver? These Sight tools show up in the same pattern more and more. the guy selling those - they could not be original - but give the people what they want - Ebay makes it possible!
