This is probably a result of wear to some of the mating parts. I usually have to try several of these axels, to find a tight one, when builting guns from parts. They even made oversized axels marked on the side "0.05, 0.10, 0.15 & 0.20), but I've never had to use one larger than 0.05 oversized.
