German holster questions

The P.38 holster softshell may be in the $25-$50 range at the most. The late dropping holsters are very common, and don't hold much interest. Maybe $15- $20. The other holster could be a commercial Luger holster of some type, or private purchase.
What is the mark under the "1937"? Post a photo with the flap up, and of the back of the holster also. Is there a tool pouch under the flap? I can see some stitching on the top front.
