There isn't much more to tell. There are a few of these things around, none with a maker's mark but all having that odd cross in sunburst marking on the forward toggle link. Mine started life as a 1908 and had a grip safety added. That fine line between "valid smithing" and "boosting" is wherever you want to draw it.
