There was a previous discussion about this Luger sometime ago.
As it turns out. It is a valid collectable rework done by a period gunsmith. Several examples are noted. And I believe Ron Wood. One of the Swiss experts, has an example in his collection.
I thought the same as you, when I first saw it.
