One of the reasons the 10mm succumbed to the .40 S&W is recoil manageability. The cartridge proved too much for female officers and smaller males. The FBI also had problems with the S&W pistol designed around the cartridge.

In recent years, with the advent of less-than-lethal options, resources for firearms training are dwindling. Many police agencies do a bare bones qualification once a year. It takes an enormous amount of time to deprogram "flinching" from just one student. If you have two or three on an eight man line, it's near impossible to get them qualified.

I personally favor the 10mm, but the .40 has mass appeal. The 10mm pushed the envelope just a little too far. The .40 was the step back into the comfort zone. Kind of scientific-like (if you ask me) and the main reason for the cartridge's huge success.
