It all depends on where and when they received their guns.
You sometimes see sear safety guns with a mag safety (or remnants of one), but I have never seen a mag safety with out a sear safety. Point is, that it all depends on when the gun came into service and when it left. Since to an armory a luger is a luger, then they didn't care the year, serail number etc. Same with US 1911A1's, you could see a 1911 issued in say vietnam, not as likely but if sent from a unit, still possible if it was in storage...
