I am trying to locate a Canadian dealer that can buy a Luger, sell the parts, and do whatever they do with the frame....

Gary, you can sell the parts yourself here in our classifieds or on eBay... and the frame can be pounded into scrap metal with a two pound sledge if there is no other legal alternative...
I may be wrong, but it is my understanding that long barreled Lugers are legal for possession in Canada... perhaps you can have it rebarreled to a longer length rather than parting it out. I guess we would have to know what you are trying to accomplish in order to advise you properly. The only Luger parts dealer that I know of in Canada is Marstar...
