Post 9mm cartridge quiz

Hello all ammo enthusiasts

Here we have two snapshots of quite perquliar 9mm ammunition. Brass is 40mm long, and it has been plugged with all so familiar 9mm diameter projectile. Case base and mouth are identical to 9x19 brass casing. A regular 9x19 case is there for comparison purpose. In other words this is a vastly stretched version of the regular 9mm Luger ammo.
Base stamp VPT indicates manufacturer being 'Valtion Patruunatehdas' (state ammo factory) of Finland, in the year of 1943.

Before revealing what this is, let's have some guessingwork over this.

My guess is it's for an experimental semi-auto carbine. Or even a light machinegun.
