Maybe...but where? Parched and toasted on the left coast, nowhere anywhere near any ocean is obviously out. Siberia's having a heat wave. The last storm that marched North brought a lot of rain to NYS. It wasn't enough to cause widespread flooding, but it was delivered quite violently--uprooting trees like carrots from the garden, etc. Plus there was a tornado on the opposite side of town.

I've heard about people who buy decommissioned missile silos and turn them into cozy places to weather just about anything...
