The law in the US is specific. If the firearm was marked with a serial number on the frame at the factory, it is illegal to remove it.
If you acquire a firearm without a serial number, you can request the ATF to assign one and have it marked on the pistol. All Luger pistols were serialized by the factories. If the frame has no serial number, it was removed. That would be illegal in the United States. I don't know the Swiss laws, but we have members from there that may help.
