42 is the manufacturer code for Mauser

655 is the proof mark, along with an eagle / swastika, usually shown as E/655

the h goes with the sn, so your Luger is either an East German or Russian re-work, originally made in the Nazi era (completed around July or August 1940 as Frank said), and then imported by Century International of Vermont.
