Shipping of live ammo

I buy large quantities of loaded ammo from SG Ammo, and they ship either Fed Ex or UPS ground. They place the white/black warning sticker on the box but I believe there is a difference between that and the Haz.Mat. sticker that costs $25.
Always been told that loaded ammo does not require Haz.Mat. but that loading components, primers, powder, do.
Also, those square stickers have to be completely covered or removed before the box can be re-used.
Such is the world we live in.
