I rather doubt it, but I do not know its purpose. It looks like a spanner for assembly/disassembly but for what weapon I have no idea.

That tool is useful if your barrel is screwed to the receiver. Many other guns, like for instance the one that I use at the range (a reproduction of a LE PAGE pictured below) have different and surely more practical locking systems. Regards.
