When the Swiss W+F armory began making their own Lugers in Switzerland in 1918, they used this bordered style of grips.
The much less expensive (to make) plastic canevasit orange/red grips were introduced on the M1929 Luger they made, followed by more robust ones in brown and other color plastic that are not as prone to breaking. Here's my W+F Swiss Luger sporting it's original grips. Notice there is no border along the top or bottom of the grip, only on the sides.
