I had a 1914 commercial ,with commercial and military serial number placement and a circle S. Bill

I agree with Dwight that it would be misleading to call this and similar markings a "1921 property mark." If it is legitimate, it is a misunderstanding of the 1920 property marking instructions.

I too am curious about the "25" stamp.

I was/am at a loss of what to call it, it is not a date; nor am I sure it is a spurious marking.

I perhaps should have called it a "possible 1921 stamping error in marking of the 1920 property mark or a spurious 1921 property marking".
