Note the position and size of the tail...I believe that is significant and may make the buckle more likely Hannover. However, I think the thin tail of the Hannover horse is usually more straight and points out more horizontally. Could be a variant design that accommodates the background shield configuration. Doesn't look exactly Hannover or Saxon.
