Serial number 7235y is in the range of 1942 E/L Police Banners. No clear pictures of the right side of the receiver but I think I see a stamping there. Drilled for a sear safety. The 42 Commercial Banners I have seen had a "w" suffix.
Looks like a refinished Police Banner with the small parts changed to a straw color.

Sadly, someone with a bunch of money and not much knowledge will fall for this guy's line of crap. There are plenty of nice, collectible Lugers out there for far less than this refinished shooter.
