Steve,
I have never heard of a finish like you describe on a Luger holster, but during the war, Walther PP and PPK holsters made from a presses paper type material had a "varnish" finish. Also, I think, some of the leather holsters had a "varnish" finish applied which gave them a very nice shiney finish. Most of these were for the Political Leaders holsters for dress wear.
