WilH.Brand manufactured leather goods in Heidelberg, per the marking on your holster. They also made map cases and other goods.
The WaffenAmt office inspector was WaA/204, and was active at this factory several years: WaA204 jvf W. Brand Heidelberg 1936,38,39,41 "jvf" was their military concealment code. The Luger was military accepted, so was probably not in police service.
