I don't know any gunsmiths in Pennsylvania except maybe Eugene - probably any gunsmith could look it over, but I bet most won't know anything about lugers...
Several things to consider before shooting - is it all matching - is it in nice shape - original - etc - the more original and nice it is, you may not want to shoot it if it seems like it has a tight action that is a good start
