Bob, A Chicago Police Officer with 4 stars on his collar is a Political animal. He is simply parroting what his Boss says...It's all a dog and pony show for the public image of the Department or Precinct. He can't really say anything else and keep his job even if he thought otherwise!

May be true --- but think what he has to do/say to get the job to start with.
