It could be a private purchase Werkschutz ( Private Factory Security) Luger. The medallion and plate appear to have been added long ago. Is it in .30 Luger caliber?
If you can determine what the letters stand for, it would pretty well identify whether it is or not. I have a strong feeling that it is, from the small plate below the medallion. It looks like a property or inventory code and number. Ron
