The soldier shooting is wearing the ribbon for the Iron Cross 2nd class and the SA Sports badge. This badge replaced the DRL sports badge pre Nazi. It was given out in three classes for athletic ability. The bar above the left pocket is a campaign ribbon. It is hard to make out, but the big soldier has a smaller pistol either a PP or something a little larger. The officer looking through the binoculars probably has a PP or PPK. They all appear to be regular Heer (Army) hard to tell what branch as the color of the piping on the collars is what tells you if they are infantry etc...
