I think someone threw this Luger to a blueing pot and it got a thick paint, however the markings and inscriptions were kept clearly visible (interestingly).

TC stands for Türkiye Cumhuriyeti (Turkish Republic)

Emniyet İşleri Umum Müdürlüğü (old language) stands for Police Headquarters or something similar. I would translate it as Emniyet Genel Müdürlüğü to modern Turkish.

When I have time I will write more about this pistol.

I am looking for Turkish Lugers:

1- Emniyet İşleri Umum Müdürlüğü
2- TC Subaylara Mahsustur
3- Hava Ordusuna Mahhsustur

If you hear or see one of them I would be glad if you can inform me.

I am also after a myth. A Luger with Sultan II. Abdülhamid Han's Stamp. Just like Browning 1903, Mauser G98 and rare C96 Mauser.
As he was the emperor till 1909 (actually between 1876-1909), the guns carriying his stamp should be made between these dates.

His Stamp:
