Michael. Your pistol appears to have been an Army weapon. There are no Police or Navy charecteristics evident.
Not many WW1 Lugers were converted to any type of Naval issue. Many WERE converted to Police however. The sear safety and a Police grip strap marking would be two good indicators but yours has neither. The 6.4. above the stock lug is a unit mark but others with more knowledge of that numerical alchemy will have to tell us what that might indicate.
