Absolutely without doubt a previous Artillery. 3 reasons you know from the photo's..It might look like an Army converted from a Police but there were no Police style holsters in 1915.
You might think it was an Army converted TO a Police then back to an Army but look at the 4th photo and right in the middle is a set of stitching holes that tell you where the stock block was..
This conversion was done by a Master Saddler..the well molded toe and notice where the left belt loop is? The pull up strap is sewn in nicely there. Usually they just used the old Artillery style lift strap without modification.
