Turning in your Luger should be your LAST option. Hopefully it won't come to this... only turn in the parts that are considered a gun. Strip it of all other parts. In the US, the frame is considered the gun and is the part that has to be registered, even though the upper can still fire a round when not attached to the frame.
Personally, I like the shovel and GPS option the best.
