No the barrel is not connected to the receiver in reality. The lower frame is the part needing a FFL, same on some rifles as in the AR15. The barrel is attached to a trunion or barrel lug/extension and is considered part of the barrel, not needing a FFL. It has been called a Receiver but it is not. Barrel Extension explains it all.
