Mark,
The holster looks like a boiler room copy of a Radom holster. Probably easier to make than a conventional Luger holster. The Russian issued DDR Luger holsters that I have seen and owned were all pig skin. Identical to a late war side flap P.38 holster with a small flap attached to cover the heel or butt of the Luger. The PVP mark would probably translate out to a Volkes Politzei "VOPO" unit. Ron
