The "flaming bomb" inspector's mark is not exclusively associated with the US Test Trial Luger, it can be found on many other 1900 models. Lots of folks will try to make claims that it is a US ordinance mark either out of ignorance or in order to boost the value/desirability of a Luger they are trying to sell, but that is a lot of bunk, or "BS" as Tom so rightly stated.
