You are right: D.R.P.A. stands for Deutsches ReichsPatentAmt.
D.R.G.M stands for Deutsches Reich Gebrauchsmuster.

The difference is that the DRPA is a registered patent and must have certain unique qualities to be able to be registered as such.

The DRGM is a protected design and it does not have to have unique qualities or have to be original. It's more a protection of the general look and feel of an object.
