To answer you last question:

The last mass produced Luger holsters that was equip to carry a cleaning rod were dated 1934. Even before that date most holsters did not have the strap attached to the tool pouch to hold the cleaning rod.

The brass cleaning rod that you often see on eBay with the built in oiler, was made for Luger orders shipped to the Portuguese military by DWM. They are not German military or police style rods.
