Charles,

In Eugene Benders' smaller book "Military Holsters of WWII" on page 39 under the Finnish holster section, he shows several cleaning rods identical to what you have shown.

Text Added by Pete : Bender says the cleaning rods are for the Lahti pistols, not a luger.

The Finnish holsters shown in the book are somewhat similar to the one you show, but still a bit different. Maybe yours is different as it was for a 4-3/4" barrelled luger and not the standard 4" length. Use of metal rivots on your holster and some shown in the book are also a bit similar.
